COMPREHENSIVE INTEGRATED SKILLS OUTREACH PROGRAMME FOR YOUTHS (ISOP)ON THE CARDS

The Ministry of Youth Development and Employment creation in partnership with sister ministries like Ministry of Higher and Tertiary education, Small and Medium Enterprises Development, and Public Service, Labour and Social Welfare have designed and will implement a comprehensive skills training programme for youth who failed to get places for either "A" levels or at universities and other tertiary institutions.

ISOP will be a permanent and sustainable programme which will be executed in both urban and rural areas where youths live, using a multi sectorial approach. It will involve resource based and market driven community projects. The programme will feature the following:

  • twinning of existing polytechnics to provincial vocational training centres.
  • incorporating National Strategic Studies and Entrepreneurial systems/ Enterprise creation within the skills training curriculum, through short courses ranging from 5- 90 days.
  • certification by the Ministry of Higher and Tertiary Education.
  • use "mobile workshops" and/ provision of "skills supermarkets" at growth points, where youths can access skills for survival enterprises, "off the shelf" as it were.

To launch the programme, two pilot projects per province will be identified and implemented during the period July- August 2006, before the full implementation of the programme in september 2006. Interested youths will be informed via the mass media and outreach programmes of where, how and when to access the programme.
